Default Party Rebuy Tournament Question

The rules for rebuying in the re-buy window state that one cannot re-buy until their chipcount is less than what they started with (t1000). Yet every now and then in the chat window I see someone with more than that rebuying and increasing their already large stack. And I am not mistaking this for the add-on. This occurs during the re-buy period and not the add-on period. Am I missing something simple? What gives?

On Party, for some reason, the chips you have in play don't count. For eample, if you have 5000 chips, and bet 4500, you can rebuy at that momment. Party doesn't care since they get house fees on the rebuy.
