Default Rules question (all-in BB)

This just came up in a online tourney, and i realized i'm not sure about how it should be, anyone care to enlighten me?

Blinds are 50-100 (NL holdem), BB is all-in for 20 (ie. less than the SB). Players can now call 50, not having to make in 100.
Is this correct?

In NLHE live tourneys I've played in, anyone must put in 100 to play; they cannot limp for 50. What site was this on?

That is incorrect by rule. Any caller must "call" the full value of the BB........

you played on pacific huh ? well it stands that you can go in for 20 but you dont.. you actually go in for 50 same as BB
