She is talking about all the people in the Astrodome.

I think she is trying to say that the hurricane damaging peoples homes and making them cram into the Astrodome is actually working out better for them.

I heard a different, but similar version. She was saying that they have it better now or something, since they were so poor before, and now they have food and [censored]. What a bitch.

yeah. giving her the benefit of the doubt, perhaps she meant something like "Why does it take a major disaster for us to pay attention to the bottom end of our society?"

I'd guess that the kids in the Texas school districts are likely to end up with a better education than they'd have gotten otherwise. At least until everyone forgets that they're the Katrina Kids...
