online Cable TV providers

I am moving shortly and not happy with my local cable company. My sister's bf mentioned to me of some online broadband cable company that charges $250 or so for a box and then a $29.95 stream fee for access to all channels. He said it was some new company and they have HD programming and all that jazz. Has anyone ever heard of something like this? Is he full of crap? He is never around and lives in another state so I rarely have contact with him.

I am gonna do some research but I am not sure if it is considered black market to begin with. Anyone have any info about this?
