Default What\'s to stop someone from setting up a non-profit online poker site?

Basically a bunch of poker enthusists who are tech savy get together, and they charge enough rake to pay for the servers, bandwidth, and employees necessary to support the site but no more, aka a non-profit online poker site. The rake would be ultra ultra small or it could be a normal rake and they would refund everyone's account with the excess $$$ say each month after expenses were paid.

You need all that money up front, plus an off-shore location, local licenses, local (i.e., foreign) attorneys and accountants, bribes to petty officials, etc. Who would put that up with the best possible scenario being that you would break even?

There is nothing stoping them. It would just be the biggest waste of time in the history if the internet/business.

Why? I know if I knew the know-how to make a rake-free pokersite I would do so. I would only start the rake in the beginning to pay for startup/advertising and when that is done, the only rake you'd have to pay for is the servers.
