Default short stack is all in

Party Poker No-Limit Hold'em, $ BB (6 max, 6 handed)

Button ($272)
SB ($87.16)
BB ($35.75)
Hero ($98.3)
MP ($98.5)
CO ($172.6)

I raise UTG with [AKS] TO 4...the two big stacks cold call and the BB goes all in for 35.75...is this an easy call/Reraise/fold.

I got about 35 hands at the table and the BB that is all in has not raised once but plays 60% of his hands thus far. The two big stacks are typical lags playing about 40% of thier hands and raising 20%.
