Default deciding on whether or not to raise/fold w/ KJs on button.

Hero has K [img]/images/graemlins/diamond.gif[/img]J [img]/images/graemlins/diamond.gif[/img]
UTG calls, MP folds, CO raises, Hero....

I know this is marginal but i've heard people say:

"Folding or 3-betting will mainly depend on what you know about the players around you. "

What does that mean? What exactly am I looking for?

Read dependant is what it means. If you know the limpers limp in really light and CO might try to isolate with a weak hand, this might be a good spot to re-isolate or see a flop. Usually I'd fold here.
