Caesars Indiana NL tournament. Top heavy???

The deal is 100 players on Mon Jan 24 play down to ten.
Tue the 25th, another 100 players play down to ten with the twenty players coming back on Wed 26th in the evening for the main event, but I was just told by management that only
the final table gets in the money.
I would have thought the entire top 20 for 10 percent
would have been ITM, but only the top 10 get the bucks.
Is this what Dan Harrington is talking about when he
mentions a top heavy tournament?
It's a 200+20 buy-in and you have to pay and register on
Jan 3.
