I like to wait for the flop out of the blinds with TT against a preflop raise, though things are only 4-handed here making postflop play a little less dicey. Even though he is a 14 PFR, he's raising UTG+1, which tends to imply his starting hand is stronger than normal.
Your postflop play was terrible. I don't really understand the check-raise after 3-betting preflop (you should rarely try to check-raise when you were the last person to put in a raise on the previous street). But since you check-raised the flop, you should lead the turn (regardless of what falls, given the preflop 3-bet). It's not quite right to say he "bets out" because he's betting in position *AFTER* you've checked to him, which in some ways defers control of the hand to him (he is in position to choose if he sees the river for free -- if you bet into him, he needs to choose whether he sees the river at all).
