Default underpair/gutshot, multiway

A friend played this hand and we couldn't decide the best play(s) on any street. Is a flop raise here bloating after the bet/call? Is turn too risky to raise given the new action? Is river an easy fold? Wasn't at the table long enough for any good reads; would appreciate comments on all streets...
