i don't know. my guess that he would have called the flop and folded the turn with a gutshot. he may have just folded the flop. either way, i am fairly confident that he would not bluff the river with a missed draw.

I think you need to bet the turn and then check behind on the river. Don't give free cards to a 9 or a flush draw.
