Default Players that declare their hand before betting is completed

I did not know where to post this so I hope this is the correct place. The game is in a card room and it is 2/5 Omaha hi/lo with a pot bet on the river.
4 people see the river card. The first person pots it. I am the next to act and I verbalize a call. The first person then starts declaring his hand and says he has small spades and... At this point the dealer stops him and reminds that two people still have to act. The third person upon hearing this goes all in but is less than the original pot bet. He then declares that he has a "bad" boat. At this point the table is in an uproar because the 4th person has yet to act.
The results are not what I care about. According to standard casino or pokerroom rules, what should the dealer do? What actions (if any) do I have given the fact that 2 people were allowed to bet or not bet with correct information that I did not have.

Most cardrooms would warn the players, and only forfeit them if it became repetitive. It's just like betting out of turn. Complaining won't help you on that hand, but might help you in the future if it happens again with the same players.
