Dumb question - can you transfer funds on Party to other users?

Only if they play on the same skin as you. If you both play on party, yes. If you play on party and the other guy is on empire, no.

Under the "My Account" pull down menu, click the "Go to Website" option. The website has an option to transfer money. Hopefully, you can figure it out from there
