how do you play preflop? how much do you raise preflop?

Limp all from all positions. You may want to raise JJ and TT from LP when you're first in the pot. Otherwise I just play them for set value. At small-stakes games you'll almost always get more than one caller and most flops will be bad for you. Playing a PP with an overcard on the board is extremely dangerous with people to act behind you.

Even if your pair is an overpair to the board, you're not going to get much action unless someone has two pair or better.
