Creating an online poker room.

I am seriously thinking of opening an online poker room. What would be the startup costs and laws regarding being based in US/Canada? How much do online rooms pay their tech staff and customer service support?
If anyone else has thought seriously about this, messsage me.
All information, even guesses will be appreciated.
