Does this mean he raises 11.54% of the flops he sees, or is he raising ~50% of them?

If the former I would cap the flop and then either
(a) call down if bet into again, or
(b) raise the turn then call down (if I'm feeling extra-feisty)

because the only hands I see him raising that have an 8 in them are A8s, 87s, and 88.

If he's raising pre-flop 50% of the time and keeping the aggression up after the flop, I would cap it because he plays this way with any two cards.

If he's raising pre-flop 50% of the time and then playing semi-decently, I play this exactly like you do.
