Default Winter skin irritiation

A lot of the time during the winter the skin on my face below my mouth and on my neck gets red and irritated. I'm guessing its from the cold wind and dryness. Whats a good moisteirizer or fix for this? I tried one and it sort of stung my face when I used it, what should I try.

Eucerin is the best.

Also - I'm going to see a dermatologist in 15 minutes. I'll ask her ;-)
