Default Betting out of Turn Question

Was in a home tourney last night, friendly game, and person #1 who was not UTG announced all-in. It was then pointed out that the player was not first to act. At that point, person #2 announced all-in. Was player #1 bound by that all-in bet or was it wiped away once it was pointed out that the bet was out of turn? Would it have made a difference if player #2 said call before it was pointed out that the bet was out of turn? Not sure what the rule is to deal with this situation.

Typically acting out of turn is not binding unless there's some house rule about it. But as some will probably respond, penaltly for doing this may deserve a kick in the nuts?

Usually the one that is enforced is if you call out of turn and then when its your turn to act, you raise.
