Dorm connection problem

I have a problem that really confuses me, durring the day I am prefectly able to go onto the internet and download up 200kbs and such. When I try to go onto party poker during this time it lags out all the time. Has anyone else ever ran into this problem before? If so is there anything I can do without going to the tech people?
