Quite possible of course.

But most of the time Americans are the ones trying to use the WTO to pry open someone else's market. Embarrassing and weakening the WTO by ignoring its orders carries a real price for American trade interests.

The fed, state, and local govs aren't getting a tax on it. Follow the money.

As a general rule of thumb anything the WTO is for is bad for America
