Default Value raise this river?

I have JJ and open UTG in a 5/10 6 max game at party. I am only called by the BB. No notes on him. He seems typical not good 5/10er.

FLOP 9,4,6 rainbow

He checks, I bet, he calls.

TURN 10

He check and calls again.

RIVER 4

He bets. Value raise or just call?

I would raise a fold to a 3 bet. Most 5-10 players are standard enough never to 3 bet this river with a hand worse than yours, but in my experience, they will donk bet a piece of the board a lot here.

I will raise every time unless the player is a tricky TAG, in which case I don't see him playing a 4 anyways. I see a lot of idiots here who turned 2 pair(10s & 9s) & don't realize that if you have an overpair it just got counterfit.

raise and fold to a three bet. I think your good here. a lot of 5/10 er's like to c/r this if they had a four.
