There is no possible way that a player can 'work' out of a rack as fast or faster than chips out of a rack, IMHO.

When I see people peeling one chip out of a time from their rack and the fumbling when they drop or stick together it really frustrates me. I wish all the casino's I played at forced players to unrack their checks.

Its probabaly less neccessary at higher limits, but I've seen novices who fumble with chips at midlimit games too. Its certainly less frequent though.

1. Unless you can walk or see through solid walls,`the Monte Carlo poker room is not connected to the Sports Book. (The no cell phone rule for for Sports Books is State law in Nevada, but it does not extend to poker rooms, whatever they tell you.)

2. Chopping is important when you want to get hands dealt. The Mandalay rule is extremely weird because it forces plyaers to wait until the river if the hand is played out AND is circumvented in practice by passing the dollar back to the small blind. The rule delays a potential live action hand and potential rake, in the hopes that the small blind will caspitulate or the forced hand will turn into a dogfight over $4.

Also, MB has a pretty strict policy about "foul language" at the table. Like if you swear once, you are warned that such behavior will NOT be tolerated.
