Why wouldn't you raise the flop? Why wait until the turn when to raise with only middle pair... If he has any queen he's going to call you down along with any over pair.

I'm 3-betting preflop to this kind of player everytime. There's 2x the normal amount of dead money in the pot as usual. If he's not loosening up a tad and raising lighter, you sure as hell should be.
Since you didn't raise preflop, c/r the flop. Use your relative position on this unsuited flop. |

Against a 13% PFR behind a poster you can't ram and jam for value OOP (you also have an excellent relative position that you don't mind hanging on to). What would your action have been if one of the players behind you just called and CO bet the turn? CRing the flop seems to make the hand easier to play, unless you think you need to go to showdown against this opponent even if he 3-bets.
