Default Playing a suited or connected pocket

Should a suited pocket ever be played for the flash value alone? Should a connected pocket ever be played for the str. value alone? Of course the AK (suited or unsuited) would be played in both cases, but would T7suited be played as flash draw? 78unsuited be played as a str draw?
