Default Dicey river raise?

Party Poker 30/60 Hold'em (10 handed) converter

Villain is a very loose player (VLP). He is agressive preflop, but plays more passively post and calls to much.

His play doesn't seem consistent with a draw. I don't know why a passive player would stop stop and go go with a club draw or T8, so I'd say his weird behavior on previous streets makes this a raise. My guess would be something like J9 that paired his kicker, a one pair hand or a total bluff.
