Default Multi-Monitor (Laptop + Dell2001FP) Question

For anyone running a laptop/Dell 2001FP setup I have a question for you guys.

Do you notice that occasionally when you load up a IE window or something to that effect on the primary monitor that scan lines occasionally appear ON THE SECONDARY SCREEN during the loading of the item on the primary screen.

I have used both the laptop screen (1024x) and the Dell (1600x) as the primary screens and both times the secondary screens occasionally has the scan lines.

Is this normal?

Just as a general note, make sure you have the latest ATI drivers.
