Default Pot Odds into Percentages Question

I just read about a situation where the pot odds were 5 to 4, or 1.25 to 1. The author said that meant that if hero figured he had at least a 45% chance of winning, he should call the all in bet.

My question is:

How did he come up with the number 45?

If the pot odds are 5:4 then you need to have at least a 44% chance of winning the hand to continue. You arrive at that by dividing 4 by 9.
