Default I spew in the SB. does this play have some merit?

3/6 abso 3 handed. Button folds, I'm in the SB and raise with 9's. BB 3 bets, and I call waiting to check raise pretty much any flop.

BB in this hand is a tricky TAG. Will pull off big bluffs if he thinks I will fold. We've had a lot of history together and I'm sure he would love to outplay me. He probably sees me the same way, maybe a bit more laggier since he's shown down vs some of my bluffs.

flop comes 2JJ, suits unimportant. I check raise and he calls.
Turn comes ace. I check and call.
River is another ace. I bet, he raises, I 3 bet, he caps, I fold.

So is this a complete spew or does it at least have some merit?

Maybe for metagame purposes if you plan on playing with this guy for a while. Otherwise, no. You're not getting called by a worse hand here, and you're only gonna lose if you bet called/raised. If you think he's bluffing with a worse hand...then call

The river 3-bet is a spew and it's completely without merit. You really think he's raising you with like K-high? I don't even like the river bet. I think you're getting called here by K-high and maybe even less. I think you’re giving up too much by not capping PF too.
