can't shut down or restart my computer through the start menu

nope. that doesn't work either. nothing happens when i try that. same thing when i hit shut down or restart.

What OS is this?

If you have Windows 2000, or Windows XP, you can try a command line restart:

c:\> shutdown -r

The -r option is for a restart. You'll get a popup window with a 30 second countown. You can abort the shutdown by issuing a "shutdown -a" command.

See if that works, and if on restart your Start menu is not back in good health.
