yes you should report that. They won't do anything other than revoke his chat for a week or two and give him a stern warning, but you should still report it. If you don't, he will do it again.
And FWIW, i don't think this has to be labeled NC. Attempted collusion effects everyone here (sooner or later), this needs to be reported.

Do they actually go through with turning off chats for suspected colluders? Has anyone followed up with any of the bad guys out there?
