Text of Senate legislation on Iraq rejected by Republicans

I know people here like to see the actual facts themselves so here is the unedited text of the Democratic Senators proposal for encouraging the transition to full Iraqi sovereignty during 2006. Republicans overwhelmingly opposed it in a vote on the Senate floor.
