Are small PLHE games in Europe tougher than NLHE games in the US?

Small stakes PL and NL games in the US had almost died out until the resurgence of no limit holdem due to all the TV exposure.

The 1/2 and 2/5 blinds NLHE games now played in the US include a lot of very weak players (as do similar stakes limit games).

I was wondering if the PLHE games at similar stakes in Europe (including Britain and Ireland) are tougher. I was wondering if anyone has played in both and can compare them.
