Just a dumb theory:

At first it was a novelty, people played it, so it grew quickly, and there were big jackpots.

People saw the bigggg jackpots and said: Hmmm, Why should I pay the extra toll when the Jackpot is below 100K. So often it is above 100K, so the reward is a lot bigger for the same jackpot toll.

I'll just wait till the jackpot is bigggg before trying for it.

With so many people waiting, it grows more slowly. Once it is big it grows more quickly as more people play it.

Similar to Lotto.

That's because there is competition between I and a group of others that know the procedure required to hit it. It will never get very high again, at least while I'm alive.

This reasoning is flawed. The issue isn't how quickly it grows, rather, it doesn't grow to as large as it used to. The number of hands it takes to hit the jackpot seems to have gone down dramatically. The number of people playing the tables over what period of time should not matter.

Yes my thinking is flawed, but only partially.

Organically if each raked pot has a .50 JP toll, in 200000 hands there will be a JP built up to 100K. Now if hands are played at a rate of 10000 raked hands an hour you would reach 100k in under a day. If hands were played at a rate of 1000 raked hands an hour it would take about 9 days to reach the same 100k total JP (I know my math is inexact, but I am just illustrating the idea).

That combined with a possible streak of BBJs with low jack pots will work to keep the BBJ small. AA doesn't come around every 220 hands. You could easily be dealt AA 4 times in a hundred hands and not again for 2000 hands. Same with the Bad Beat Jackpot deals as well.
