However, I'm sure these people are refusing to leave due to the fact that they aren't educated enough to connect the dots... Obviously this is all Bush's fault due to his lack for funding for secondary education.

No, Cheney is causing the hurricanes with his weather machine in his secret volcano lair. Then Halliburton moves in to rebuild with no-bid contracts and make a killing.
