Villain here is slightly erratic. He plays about 50/20 but really odd. He will raise PF and if anyone ever 3-bets him, he will cap out of spite or something. I have seen him limp-reraise more than a few times with various holdings as well, usually including Ax or a high PP. I have a note on him saying he raised my flop bet, and bet the turn and river with AK UI.

I'm not sure about the flop 3-bet, but given how erratic this guy is, I thought it was OK.

given the read, raise it up. Flop 3bet is good.

Why not just call the check-raise and pop the turn? I think a higher ace here is out of the question as he would've either raised or limp-re-raised.
Edit: But yeah, I definitely raise the river. It looks like he has 89 here.
