I could be off but this theory could be correct:
The secret letter explains that all activity is to CEASE and DESIST and that any delay in your compliance will result in severe action. Does this mean that its possible that The French woman really wasnt on a science expedition and that they were coming to the island to SHUTDOWN the project? rmemeber sayid says to her "why do scientist need rifles"

just a thought but it sheds possible light on why the french woman could be on the island originally before the "dissidents" killed her party
