I don't see how you don't raise the turn and then think about betting the river.

Yeah that's an easy turn raise and river bet. He'll call with a worse hand more often than he'll have a heart.

Gotta raise that turn. You have the nuts practically. If you thought that you shouldn't raise the turn because he might fold a pocket pair and you wanted to wait until the river, remember that half of his big pairs are going to have hearts in them and in my experience, people rarely fold black QQ to a raise here anyway, you called out of the post so he doesn't put you on a big hand.
On the river you have a value bet where you will win almost every time if called and you will probably be called almost every time. What could he have that beats you, other than if he has like 99 or TT with a heart and is bad? So yeah, if you want another $5-5.50 in EV then bet here.

These are the situations that I'm still working on improving in limit, as I still don't have that many hands and experience in this game. I figured him for a pair above 6s and was sure I was ahead on the turn but thought a raise would definitely fold most of the pairs and I could get value on the river with a raise(unfortunately that heart fell off). Thanks for the daily lessons you guys are giving me in this limit thing
