Default Flopped A Set of Queens...Re-Raised ? 6-Max

I have been at table for 10 mins....

Villain is very passive over 30 hands...Hasn't raised once...Just calls everything...(38/0)....

Table "Jeanne" Seat 5 is the button.
Seat 1: BB ($317.02 in chips)

BB: posts big blind $2
UTG: posts big blind $2

My gut says he likes his hand..? Should I Call and push Non-Diamond turn...? Or should I pushed when originally min-raised....
