Why not raise 4x pf and bet the pot on the flop?

I think your pot odds are 39:11, ~3.5:1. Your odds of filling are 36:10 or 3.6:1, so you call b/c there is another round of betting on the river (plus a small chance that you aren't beat at the moment).
