Default 200NL facing a turn raise with top 2 pair

villain was 16/4/2 over 300 hands with a went to SD of 11%

Maybe villian is getting fancy with a semi bluff on the turn of a flush draw. It appears from the stats that Villian is TAG, and I think he hit a set on you, and waited for the turn to pump it. Tough call, and on a lower level I re-raise all in but here I think you are beat.

if i call, what is the plan on the river? should i check and fold to any significant bet?

I think you have to fold, although you might have the best hand or a chop. This is a tough fold, but you could get bet into again on the river and this could get expensive if your up against AA or QQ. If he has AA your drawing dead and if he has QQ, your drawing to only two ace outs.

while playing the hand i was mainly concerned about the possibility that the opponent could have a set of 7s. there is only one combination of AA and QQ left in the deck and i discounted both since the opponent failed to raise preflop.
