College transfer + major change question

So basically, I've been going to a school out of state for an engineering degree for almost 3 semesters now, and it's not working out. It looks like I'm going back home for school (Seattle area), and I'll need to find a new school, plus I'd like a new major.

Does anybody have any experience with the University of Washington's Near Eastern Studies department? (More specifically, the languages and culture curriculum) Most important to me would be the quality of the language courses.

Or, any suggestions for similar programs in the area that are good? I'd be open to looking at anything in Washington state, and also something like UBC in Vancouver, BC.
