Irrelevant aside: I used to work in an office next door (on the same floor in the same building) to IWPR. Apprarently (according to bitchy gossip in our organisation) they were about to go down the tubes until 9/11 and Afghanistan made war-reporting hot stuff again and funders took a sudden renewed interested in what they do. Despite working ("working") there for a year and a half, I know very little about what that is.
