Since order doesn't matter, if you consider Ad3c to be distinct from Ac3h and 8h8c distinct from 8h8d, there are C(52,2)= 1326 different hands.

If you don't consider or 8h8c to be different from 8h8d, or Ad3c to be different from Ac3h, but want to distinguish these nonpair offsuit hands from suited hands like Ad3d, then there are 169 starting hands (13 pairs + 78 upaired offsuit hands + 78 suited hands).
