Default This is a clear turn fold right?

Villian has about $24 and change
I have $165 or so. at a full $100 NL Party Table

I recently stacked villian's small $25 stack when I caught my Ace on the turn to beat his Tens on a JJ9 board. Villian seems to bet small when weak.

I have Kings in early middle position. I open for $4 folded around to Villian in the SB who calls, BB folds.

Flop is A 9 4, two diamonds
Villian bets $5, Hero calls

Turn is a blank,
Villian bets $10 (with just over $5 left behind), Hero?

I have started playing NL only recently so I'm not sure what to do in these situations.
