Default TPGK against a passive aggessor

Villian is 29/4/.75 Sort of a timing tell, Villian takes about 10-15 to think when raising and calling the 3bet, but doesn't hesitate for a second on the turn. I was about to dump my TPGK on the river but I improved, comments on all streets appreciated (How is the preflop call with 2 cold callers?)

I only have stats on him which would suggest not.

As far as folding preflop because I was going to fold the river, don't you think his postflop actions mattered? What's he going to value bet that I beat? (assuming I didn't pick up the 2 pair, remember this guys is passive)

I think you're good to raise/call this river. He's probably got a big pair after he played the flop and turn that way, (AA, KK, QQ, JJ, TT), and there's only 2 ways for him to have TT and KK. I think that river is a clear value raise.
