Looks like his most likely hands are med-high pocket pairs or a K. With no pair hed probably bet the flop hoping to win right there, with a smaller pocket pair hes worried about giving free cards on the flop or turn or both.

He could have the king with this line (except maybe he bets more on the river?) and the med-big pairs fit right in with this action being scared of the flop, seeing they are way ahead/way behind on the turn and looking to get more money from worse hands by inducing a river bet or call.
