TV on your comp

So i bought a PCI card for my desktop that would allow me to watch TV on my computer. It seems to work fine though I am having a few tiny problems:

1) the audio lags a bit, like 1/2 a second but it is noticeable

2) I tried to plug my PS2 into the RCA connection that it came with. There is about a 1 second delay when i push a button and when it happens on the screen. IOW - it's impossible to play madden.

My PC is brand new. I have a 17" flat screen and a 24" flat screen connected to a 256mb video card. The comp has 1 gb of ram.

Any way to trouble shoot these issues?
