Creating a guess account

Spendinding a lot fo time at the library for finals week has got me thinking about trying to set up a guest account like most university logins.
You can dowload seemly anything. Poker, AIM,ect but when you long off everything is whiped clean so you have to save it to a jump drive or some toher method. I would liek this account to have access to my media( pictures, music,movie)I would also like to give this account the ability to use my ATI Cable TV card and burners.

I need XP pro for this right? Anyone know how to do this or know somewhere I could read about it?
