Default heads up with significant chip lead and small pairs

I feel so clueless with how to play small pairs and a big chip lead. I often find myself with say a 60 bb stack against a guy with say a 15 bb stack and I pick up a small pair. Should I just put the guy all-in or raise with the intention of calling a push and play the flop if I get called. I absolutely hate raising, getting called and then pushed into or check raised on the flop. Any insight on what I'm looking to do with a small pair heads up with a big lead would be much appriciated.
