I know in the US in some states excons aren't even allowed to vote, so I wouldn't be surprised if excons from other countries wouldn't even be let in.
Also, Harrah's might think of it as bad publicity?

i doubt it's in the regulations that international ex-cons can't play at the main event or that it was ever mentioned at the board meeting. you never know though, could be the suprise of the yr. i'll hate to be the one to tell an ex-con that the million dollar he just won would be confiscated from him. i'll probably show up to watch the main event w/ a bulletproof vest on, you know what i mean.
